U.S. Petrochemical Facility Owner’s Engineering and Value Improvement

A first-of-a-kind petrochemical production facility designed to manufacture specialty chemical products at commercial scale.
Situation
The project was approaching the end of FEED under a traditional EPC execution model when capital costs exceeded the client’s planned basis. The facility incorporated proprietary process technology and large, integrated unit operations, increasing both execution complexity and construction risk.
In addition to cost escalation, the project faced labor availability constraints and constructability challenges that threatened schedule certainty. The client required an experienced owner’s engineering partner to independently assess the design, evaluate execution strategy, and identify opportunities to reduce capital cost while improving constructability and risk management.
Solution
Vista was engaged as Owner’s Engineer to lead a focused review of plant layout, execution strategy, and constructability with the objective of reducing capital cost and execution risk. Using its Value Improvement Program, Vista systematically evaluated opportunities to optimize plot space, increase modularization, and simplify construction without compromising safety or operability.
Outcomes
The initial value improvement effort focused on a defined area of the facility, where Vista rebuilt the 3D model to a level sufficient to support a Class IV cost estimate. This work identified layout and modularization improvements that reduced plot area by approximately 33% and capital cost by roughly 15% for that scope. The same methodology was then applied to a significantly larger portion of the facility, achieving an additional 11% reduction in CAPEX.
Based on these results, Vista was asked to lead broader cost optimization activities across the project. Within a compressed timeframe, Vista balanced selective remodeling in high-impact areas with direct technical guidance to the EPC contractor, increasing modularization and improving overall execution efficiency. These combined initiatives resulted in an approximate 13% reduction in Total Installed Cost.
Vista introduced modular construction late in FEED, transitioning portions of the facility from a stick-built approach to modular execution. Modules were designed within defined transportation envelopes and shipped to site by barge, then installed using self-propelled modular transporters. Large vertical towers were delivered separately and installed fully dressed, minimizing on-site labor.
With the value delivered, Vista’s scope expanded to include ongoing Owner’s Engineer responsibilities through detailed engineering, construction, commissioning, and operations, supported by on-site engineering teams to maintain design integrity and resolve issues in real time.
