Overview

Vista Projects provided owner’s engineering and value improvement services for a large-scale green hydrogen and ammonia development consortium integrating renewable power generation with advanced hydrogen and ammonia production technologies. The project was conceived to produce green hydrogen using renewable electricity and convert it into export-ready ammonia. Vista was engaged to support cost optimization, technical refinement, and improved project definition, following completion of FEED by an EPC.

Project/Facility

A proposed green hydrogen and ammonia production complex integrating renewable power generation, hydrogen electrolysis, and ammonia synthesis.

Situation

The project was planned as a large-scale renewable fuel development incorporating approximately one gigawatt of renewable power generation to support hydrogen production. The hydrogen facility was designed at approximately 0.6 gigawatts of electrolyzer capacity, feeding an ammonia production plant sized at roughly 1,650 tonnes per day. Ammonia was intended for storage and export via marine infrastructure.

Following completion of FEED by an overseas EPC contractor, the project was paused due to an unfavorable cost basis. The client required an experienced owner’s engineer to independently review the design, establish fit-for-purpose specifications, and identify opportunities to materially reduce capital cost while preserving the project’s technical objectives.

Solution

Vista was engaged as Owner’s Engineer to lead specification reviews, develop a project-specific design basis, and execute a structured Value Improvement Program. Initial assessments identified overly conservative assumptions, a lack of lean specifications, and opportunities to simplify layouts and execution strategies.

Vista facilitated a formal value improvement workshop and opportunity investigation, identifying 88 value engineering (VE) concepts focused on design optimization, process simplification, and constructability. These ideas addressed plot plan efficiency, modularization philosophy, process configuration, and material quantity reduction across multiple disciplines.

Outcomes

Approved value improvement concepts were incorporated into updated FEL2 material take offs, improving quantity accuracy and cost visibility. Vista also developed updated 3D model renderings to support evaluation of revised layouts and to communicate optimized design concepts to stakeholders.

Vista’s Value Improvement Program delivered measurable benefits across the project. Engineering reviews and optimization studies were completed with an optimized design achieving an estimated 20 – 30% percent reduction in quantities across multiple disciplines. As one example, the overall plot plan footprint was reduced by approximately 17%. Collectively, these changes resulted in an estimated 12% reduction in total capital cost through improved layouts, optimized modularization, process refinement, and lean construction design.
